Ten miles north of the city, winding along hairpin turns along cliff tops, traffic comes to a stand still. We crawl along ever so slowly. Cars are parked along any shoulder barely big enough, and people are taking bags and walking along the side of the road (at a lot faster pace than the cars are moving). Where could they be going?
