In order to keep traffic flowing nicely along the strip there's no pedestrians allowed on the street. When getting from one side of the street to another, pedestrians have to take the stairs (which have escalators on both sides) up to a bridge which crosses the street, then take another stairs or escalator back down to street level. So, to cross diagonally across an intersection requires the stairs, a bridge, a second stairs down, a walk along the sidewalk to the next stairs, up them to the second bridge, and then down a fourth stairs to the desired street corner. No wonder they put in escalators! I wonder what happens to them when it rains?
But it sure makes the strip a lot safer - for both cars and pedestrians.
